VIC:Vic farmer pinned under tractor for 18hrs

A 65-year-old farmer has spent 18 hours pinned under a tractor on a farm in western
central Victoria before being rescued.

Ambulance Victoria spokeswoman GABRIELLE DEGENHARDT says the man's been flown to The
Alfred hospital in a stable condition, with possible internal injuries after they rescued
him around 7.45 this morning (AEST).

She says he'd been pinned by his hips and shoulder but was doing really well.

Draft guidelines to help far north Queenslanders rebuild and repair their homes after
Cyclone Yasi will be released today.

The guidelines for rebuilding parts of Tully Heads and Hull Heads prone to storm surges
will be released at a public meeting in Tully.

The two communities .. between Cairns and Townsville .. suffered extensive damage from
the cyclone and the storm surge it caused.

The guidelines have been developed with input from James Cook University's Cyclone
Testing Station .. the CSIRO .. architects and the Cassowary Coast Regional Council.

Premier ANNA BLIGH says they won't be mandatory .. but are aimed at making sure communities
are better prepared for future cyclones.

The sudden yet unexplained exit of Tunisia's strongman, Zine El Abidine Ben Ali, 74, after 23 years in power has potential implications for the Middle East and for Muslims worldwide. As an Egyptian commentator noted: "Every Arab leader is watching Tunisia in fear. Every Arab citizen is watching Tunisia in hope and solidarity."

I watch with both emotions.
During the first era of independence, until about 1970, governments in Arabic-speaking countries were frequently overthrown as troops under the control of discontented colonels streamed into the capitals, seized the presidential quarters and the radio station, then announced a new regime. Syrians endured three such coups d'Etat in 1949 alone.

Over time, regimes learned to protect themselves via overlapping intelligence services, reliance on family and tribal members, repression and other mechanisms. Four decades of sclerotic, sterile stability followed. With only rare exceptions (Iraq in 2003, Gaza in 2007) did regimes get ousted; even more rarely (Sudan in 1985) did civilian dissent play a significant role.

ENTER FIRST Al-Jazeera, which focuses Arab-wide attention on topics of its choosing, and then the Internet. Beyond its inexpensive, detailed and timely information, the Internet also provides unprecedented secrets (e.g., the recent WikiLeaks dump of US diplomatic cables), even as it connects the like-minded (via Facebook and Twitter). These new forces converged in Tunisia in December to create an intifada that quickly ousted an entrenched tyrant.

If one exults in the power of the disenfranchised to overthrow their dull, cruel and greedy masters, one also looks ahead with trepidation to the Islamist implications of this upheaval. The first worry concerns Tunisia itself. For all his faults, Ben Ali stood stalwart as a foe of Islamism, battling not only the terrorists but also (somewhat as in pre-2002 Turkey) the soft jihadists in schoolrooms and television studios. A former interior minister, however, he underestimated Islamists, seeing them more as criminals than as committed ideologues. His not allowing alternate Islamic outlooks could now prove to be a great mistake.

Tunisian Islamists had a minimal role in overthrowing Ben Ali, but they will surely scramble to exploit the opportunity that has opened to them. Indeed, the leader of Tunisia's main Islamist organization, Ennahda, has announced his first return to the country since 1989. Does Interim President Fouad Mebazaa, 77, have the savvy or political credibility to maintain power? Will the military keep the old guard in power? Do moderate forces have the cohesion and vision to deflect an Islamist surge?

The second worry concerns nearby Europe, already incompetent at dealing with its Islamist challenge. Were Ennahda to take power and then expand networks, provide funds and perhaps smuggle arms to allies in Europe, it could greatly exacerbate existing problems there.

The third and greatest worry concerns the possible domino effect on other Arabic-speaking countries. This fast, seemingly easy and relatively bloodless coup d'Etat could inspire Islamists globally to sweep away their own tyrants.

All four North African littoral states - Morocco, Algeria, Libya and Egypt - fit this description, as do Syria, Jordan and Yemen to the east. That Ben Ali took refuge in Saudi Arabia implicates that country too. Pakistan could also fit the template. In contrast to the Iranian revolution of 1978-79, which required a charismatic leader, millions on the street and a full year's worth of effort, events in Tunisia unfolded quickly and in a more generic, reproducible way.

What Franklin D. Roosevelt allegedly said of a Latin America dictator - "He's a bastard but he's our bastard" - applies to Ben Ali and many other Arab strongmen, leaving US government policy in seeming disarray.

Barack Obama's ambiguous after-the-fact declaration that he "applaud[s] the courage and dignity of the Tunisian people" can conveniently be read either as a warning to assorted other bastards or as a better-late-than-never recognition of awkward facts on the ground.

AS WASHINGTON sorts out options, I urge the administration to adopt two policies. First, renew the push for democratization initiated by George W. Bush in 2003, but this time with due caution, intelligence and modesty, recognizing that his flawed implementation inadvertently helped the Islamists acquire more power. Second, focus on Islamism as the civilized world's greatest enemy and stand with our allies, including those in Tunisia, to fight this blight.

WA:Barnett tips Abbott to form government

PERTH, Aug 22 AAP - West Australian Premier Colin Barnett says Opposition Leader Tony
Abbott will be able to form a minority government on the election figures as they stand.

The final result had yet to be determined after the extremely close poll, Mr Barnett
told reporters in Perth on Sunday.

"However, I would think on the figures as they stand now, that Tony Abbott will be
able to form a government."

Mr Barnett said it would be a minority government requiring the support of independents.

"That is not certain but it is the most likely outcome at this stage."

Mr Barnett said he was surprised that Labor had "squandered" its chances in the lead-up
to the election.

He congratulated Mr Abbott and his coalition partners for their campaign and enthusiasm.

Fed: Pacific wins close battle with Hey Hey

SYDNEY, April 15 AAP - The debut of the World War II mini-series The Pacific has had
a narrow ratings win over the return of family variety show Hey Hey It's Saturday.

The $200 million Steven Spielberg and Tom Hanks-produced series was the most watched
show of the night when it premiered on the Seven Network on Wednesday.

It scored an average national audience of 1.593 million viewers, while Hey Hey It's
Saturday, on rival Nine Network, was close behind with 1.521 million.

Both shows are big ratings hopes for their respective networks.

The Pacific - which follows the story of three marines - stars Australian actors Bill
Hunter, Claire van der Boom, Isabel Lucas and Zoe Carides, and was filmed in far north
Queensland and Melbourne.

Hey Hey, which is hosted by Daryl Somers and features classic segments like Red Faces,
scored huge numbers of viewers with two reunion specials last year. The network hopes
it can replicate that success.

He said the amended emissions trading scheme legislation should be passed.

"The government agreed with most of what we asked for, we went back to our party room,
our party room said fine, let's do the deal, let's agree on it, let's work together and
go forward, and that bill should be passed," he said.

Mr Turnbull denied the majority of the Liberal Party disagreed with him over emissions trading.

"The numbers have all been published," he said.

"There was a majority in the joint party room, a slender one to be fair, but in the
Liberal party room ... there was a very solid majority against it (opposing the emissions
trading legislation).

"But remember, a number of people didn't like the decision of the majority on the Tuesday
and so called for a spill against my leadership ... and that spill was defeated by 48
to 35.

"The party room has dealt with this twice and it has supported me and we are now going
to deal with it a third time today."

CANBERRA, April 23 AAP - In the remote patrol bases of the badlands of Afghanistan,
Anzac Day will be no huge deal for members of Australia's training team.

It's not that they don't appreciate the import of events far away and long ago.

In a brief ceremony on Anzac eve, members of the operational mentor and liaison team
(OMLT - of course referred to as omelette) will recite the ode and remember Corporal Mathew
Hopkins, one of their own shot dead in a firefight with insurgents just over a month ago.

"Then they'll cut away and start planning for the next day," said OMLT commander Major
David McCammon.

"We will conduct operations as per normal on Anzac Day."

Speaking by satellite phone from Forward Operating Base (FOB) Locke - named after Special
Air Service Regiment Sergeant Mathew Locke who was killed nearby in October 2007 - Major
McCammon said the loss of a mate hit the soldiers hard.

But earlier major contacts with insurgents and close calls had steeled them to the
possibility of casualties.

"The guys that were involved in that were out the next day on patrol. The day after
that they were in contact with the enemy again very close to the same area," he said.

Over the past three decades, the Australian military has undertaken numerous overseas
training missions, instructing - among others - Ugandans, Iraqis and East Timorese.

But not since Vietnam had any training unit gone into combat with their trainees.

In Vietnam, the training team never numbered more than 200 at any time but remains
the most highly decorated Australian unit of that conflict. Team members won four Victoria
Crosses. Thirty-three died, many while fighting alongside South Vietnamese soldiers.

Major McCammon said the activities of his 70-member OMLT were closer to what occurred
in Vietnam than more recently training activities in Iraq.

"The guys are going out on patrol and denying freedom of movement to the Taliban throughout
the AO (area of operations) and they are doing that on a daily basis," he said.

"We are dominating the AO, we are pushing them (the Taliban) further and further out."

But that has come at considerable cost, with the death of Corporal Hopkins and another
five soldiers wounded in action.

OMLT soldiers are also doing it hard. From the start, members have worked and lived
alongside Afghan units at five FOBs in the Baluchi, Mirabad and Chora Valleys. And, other
than a period of leave out of the country in mid-deployment, that's where they have remained.

On those remote bases, anything from five or six to up to 20 Australians work with
30-100 Afghan soldiers.

"When we originally got here, it was pretty spartan. It's got progressively better
as we have lived here. Some of the FOBs are in worse state than others," Major McCammon
explained.

In the most recently constructed FOB, soldiers are still living on field rations and
surviving with no shower facilities and primitive toilets.

In contrast, FOB Locke, headquarters of the Afghan National Army (ANA) 2nd kandak (battalion),
features established showers and toilets plus refrigeration for fresh food.

Insurgents fire rockets at some of the FOBs as often as a couple of times a week.

In January one rocket landed in a FOB, killing Commando Private Greg Sher, a tragedy
regarded as the most appalling bad luck since most rockets miss their targets.

Major McCammon said the ANA was showing significant progress, although that could be patchy.

"You get the old ones who may have been mujahideen or fought with the Soviets. They
have got so much operational experience and they are very keen to get into the fight,"

he said.

"Then you have the younger ones who may be a little more technical but they are not
as keen to get into the fight. It is an interesting mix and part of the job is balancing
that mix."

At the outset, the language was a significant challenge. Now everyone has at least
snippets of Dari and Pashtun. One young platoon commander has picked up the language so
well that he's able to conduct operations without an interpreter.

At the same time, the Afghan soldiers have picked up some English.

"We have been here since October. They patrol five days a week, live in the same location
with them. There's almost a shared understanding of a lot of the stuff," Major McCammon
said.

Major McCammon says he's enormously proud of his soldiers who range from privates up
to the rank of major.

"The bravery and professionalism they have shown in contacts really makes me very proud
to be working with these guys," he said.

Among the acts of bravery was that of a medic who ran across 50-60 metres of ground
under fire to assist Corporal Hopkins.

"That's the sort of stuff these guys have been doing throughout their tour," he said.

SYDNEY, Dec 18 AAP - Premier Nathan Rees says he hopes "criminal idiots" using explosives
to blow up ATMs across Sydney injure themselves before innocent people are hurt.

ATMs at Chester Hill and Rhodes, both in the city's west, were targeted within an hour
of each other early on Thursday.

The blasts bring the number of ATM attacks in Sydney to four since Tuesday, and are
the latest in a spate of ATM robberies across eastern states in the past few months.

Mr Rees said it was only a matter of time before someone was hurt by one of these explosions.

"These criminal idiots who are using explosives to target ATMs, it's only a matter
of time before they injure someone," he told reporters.

"With a bit of luck it will be themselves, but it might also be an innocent by-stander.

"These criminal idiots will be brought to justice eventually ... they are engaging
in an extremely dangerous practice."

Mr Rees said he was confident police were doing everything in their power to bring
those involved to justice.

CANBERRA, Aug 13 AAP - A second key senator has voiced concern about the Rudd government's
legislation for its planned FuelWatch scheme.

The legislation appears doomed, with Family First senator Steve Fielding joining independent
Nick Xenophon in saying they won't support the scheme as it stands now.

The national price watch scheme, based on a model operating in Western Australia, is
scheduled to begin operation on December 15.

The government needs the support of the five Greens senators, and senators Fielding
and Xenophon to get its legislation through the upper house.

Senator Xenophon said FuelWatch would hurt independent fuel retailers and stifle competition.

"I can't support the government's scheme, it just doesn't make sense," he told ABC Radio today.

"There are unintended consequences, it could kill independent operators in terms of
wiping them out, (and) it will consolidate the big (oil) players.

Senator Fielding said he would not support the legislation until his "serious concerns"

were addressed by the government.

"We're still wanting to understand how it won't push petrol prices ... up and we also
want to know how FuelWatch won't squeeze out independents.

"Until we are satisfied with those two questions Family First can't support Fuelwatch."

Senator Xenophon said the legislation would not help consumers.

"It became abundantly clear that this isn't going to work at all for consumers," he
told the Nine Network this morning.

"The big issue here is you need to have competition amongst the big four oil companies,
that's where the problem is.

"The government's scheme just won't work and I wasn't prepared to risk putting up fuel
prices on the basis of overwhelming evidence."

Comment was being sought from the government.

MELBOURNE, Dec 1 AAP - The drought has broken in one Melbourne suburb.

At least that's the illusion at Sandhurst Club estate as residents today dusted off
their garden hoses and car washing sponges.

The new suburb has become Melbourne's first to be connected to recycled water after
Water Minister Tim Holding today turned the tap on a $6 million recycling system.

The drought busting scheme means residents can water their gardens daily and wash their
cars - guilt free.

Far from being water wasters, 600 households will no longer be flushing valuable drinking
water down the toilet.

And at the same time they will be helping protect Gunnamatta Beach.

Millions of litres of treated sewage that would otherwise flow into the ocean is being
transformed into class A recycled water and diverted to toilets and garden hoses.

Mr Holding said the scheme at Sandhurst, near Cranbourne in Melbourne's southeast,
would save 300 million litres of drinking water a year.

The recycled water will also be used to quench the club's golf courses and public open
spaces, with another 1,200 sites to come on line.

Purple taps, pipes, hoses and meters enable residents to distinguish between recycled
and drinking water.

"The use of recycled water in residential homes for non-drinking purposes like garden
watering, washing the car and toilet flushing will help to reduce demand on our drinking
water supplies," Mr Holding said.

"Over the next 25 years more than 40,000 new homes in Melbourne's southeast will connect
to recycled water as part of a Brumby Government initiative that will save approximately
four billion litres of water each year."

Stephen Head, managing director of estate developers Links Living, said the scheme,
run by South East Water, had enabled Sandhurst to become a climate change suburb of the
future.

"Through the longest drought in Australia's history we have been able to build an entire
drought proof suburb with two championship golf courses which will cope with extremes
of climate change and ensure the three thousand residents a green environment," he said.

Mr Head said water recycling should be built into all new housing developments as part
of the effort to drought-proof Melbourne.

NSW police have arrested two 15-year-old boys .. after using road spikes to stop a stolen car.

Officers from Grafton Highway Patrol failed to pull over a Falcon on the Pacific Highway
at Cowper about 8.45 (AEST) this morning.

They followed the car south along the Pacific Highway .. before laying road spikes
at McPhillips Creek.

Police say the Ford drove over the spikes .. which deflated one of its tyres .. but
the driver didn't stop.

The pursuit was called off .. but the Falcon kept going until it collided with a Mitsubishi
Magna travelling in the opposite direction.

Officers found the Falcon south of Grafton .. and arrested the two boys after a brief
chase through bush.

CANBERRA, Aug 10 AAP - Labor leader Kim Beazley and Liberal MP Wilson Tuckey have clashed
outside Parliament House in a fiery toe-to-toe verbal confrontation over changes to migration
law.

With their faces within centimetres of each other, Mr Beazley labelled the government
backbencher "weak", prompting Mr Tuckey to call him a "fat so and so".

The clash erupted as Mr Tuckey, a veteran former government minister nicknamed "Iron
Bar", spoke to the media about the migration changes while Mr Beazley waited nearby for
his turn to talk to reporters.

"Oh here's Kim," Mr Tuckey said as he spotted Mr Beazley.

"This is not about Liberals, this is about you mob," he said, referring to Labor.

Mr Beazley, with a faint smile, first told Mr Tuckey to "take your tablets".

"Don't you insult me with tablets," Mr Tuckey shot back.

"I'm asking you why you are defying the Australian people on border protection."

With a hand on Mr Tuckey's shoulder, Mr Beazley urged the Liberal MP: "Off you go mate,
off you go, off you go mate."

But Mr Tuckey refused to move, saying he was entitled to stand outside the doors of parliament.

"Now I'm interviewing you, I'm asking you why your entire party is going to kill off
legislation that the Australian people want," Mr Tuckey said.

The clash then became more heated and the two West Australian politicians closed in
on each other, chins thrust forward.

Mr Beazley said Mr Tuckey was supporting "weak sop legislation".

"Why don't you take your weak, worthless self in there with the weak, worthless piece
of legislation," the Labor leader said, pointing towards the parliament doors.

Tuckey fired back angrily: "Don't you call me weak ... you fat so and so."

He then left Mr Beazley to make his morning address to reporters.

Mr Beazley urged government MPs opposing the bill to stay the course.

"I would urge all patriotic Liberals, Liberals with a nationalistic spirit top get
in behind a bit of strength and oppose this worthless, weak legislation."

The House of Representatives will today vote on the changes, which force illegal boat
refugees into offshore processing centres.

A small group of Liberals have voiced opposition to the changes and have said they
will vote with Labor.

Mr Beazley said the group were being bullied by some in their party.

"Following Wilson Tuckey's extreme behaviour this morning, I can only imagine the sort
of pressure those MPs and senators would feel they are coming under," he said in a statement.

"The ugly face of this bullying was on display this morning.

"It has no place in the Australian parliament."

an arrest has been made 11 years after her death.

Reverend FRED NILE says CAROLINE's father TONY is very pleased .. because he's always
regarded his daughter's death as a murder .. not a suicide.

Ms BYRNE's body was found at notorious suicide spot The Gap .. at Watson's Bay in the
city's east .. in June 1995.

Her boyfriend GORDON WOOD has been arrested in London .. and is expected to be extradited
to Sydney in the next few weeks .. to face a murder charge.

The first completely `dot com' sponsored hydroplane set a new record yesterday.

The boat, Miss FreeI, driven by Russ Wicks, set the new one-mile speed record by traveling an average of 205.494 miles per hour across the waters of Seattle's Lake Washington. The `high tech' boat was sponsored by freeInternet.com, ClassMates.com, Infospace, IBM, hp, egghead.com, 3dfx, and Gameworks.

The previous record of 200.419 miles per hour was set in 1962. The new record was set when Seattle native Russ Wicks made two timed runs through the speed traps recording a northbound time of 207.254 mph and a southbound time of 203.735 mph. The official speed is the average of those two runs.
